If the "harmonic balancer" aka pulley (TRactor motors use the fan for a
harmonic dampener and don't need a balancer) was wobbling, then you are
going to need to do more than just tighten bolts.  Chances are good that
both the pulley hub and the crank nose are damaged.  The hub & Woodruff key
can be replaced, but the crank is a bit harder to change.  Loctite makes a
product for this purpose, called something like "circular parts mount" and
capable of filling gaps of up to .010".

Sorry I don't recall the torques offhand, but I think they're standard for
the size bolts involved. (1/4" for the fan and something like 3/4" for the
hub/extension to crank.)
