Yes, but it is a very difficult process for the machine shop. The liner must be 
clamped just right. Very few shops would want to do this. If you could find 
someone to do it, it would probably cost more than finding a set of 86mm liners 
used. I've been able to buy used and useable 86 mm liners for about $100/set.
