With a split, fixed column, the felt bushing goes inside the top of the
outer tube, and there is an indentation in the tube that keeps it from
sliding down inside the tube.  The steering wheel hub is what keeps it from
coming out of the tube.  I'm fairly certain the adjustable is the same.
