Permatex "Aviation Form-A-Gasket" is entirely suitable for this purpose,
since it is a gasket shellac as mentioned in the service manual.  It should
be readily available at your local auto parts store (Pep Boys, Kragen, NAPA,
etc.)  Indian Head Gasket Shellac is another good brand (but I don't know if
it's still readily available).

Note that the felt should be tamped into the hole, as much as it will take,
with enough left over to trim off just proud of the surface.  I've heard
that some gasket sets are not supplied with enough felt, so extra felt
strips are available from BFE.
