Find a different machine shop, yours obviously doesn't know a wet liner from
a wet diaper !
There is only one surface on the block that is machined concentric with the
bores ... and it is completely covered by the liners when they are
installed. You couldn't center a ridge reamer on the block if you wanted
to.

Every ridge reamer I've ever seen either located directly on the ridge, or
(more commonly) on the bore below the ridge. The only problem with reaming
the liners out of the block is how to hold them without distorting them ...
a strap wrench held in a vise is the first solution that comes to mind.
You're not trying to create a high precision surface, so the very slight
distortion caused by the strap wrench isn't important. In fact, you could
probably just clamp the liner directly in the vise, if your vise is big
enough.
And most likely, if the ridge is big enough to need reaming, you should
really replace the liners anyway.
