FWIW I think I mounted using (black) gasket paper cut to size. You
might want to look at the trimming I did on the bracket to make the
installation appear neater:

I did not do anything to reinforce the license plate holes -- but then I
only carry a small suitcase of clothes, the heavy stuff (parts & tools)
are in the trunk.
