Barry-
    I have had really good luck with 3M's Marine Vinyl Cleaner and Restorer
Part #09029. Available at your local marinas it works very well. Cleans and
protects in one application although it may require some scrubbing for your
stains. I like the results as it does not leave that "silicone wet look"
high gloss that many protectants do and has a lemon scent. Like most marine
products it is more $$$ but worth it IMHO. I do not have any financial
interest in 3M (but they do make good stuff). YMMV
