Its not a matter of laziness, there are all kinds of things going on a
big city and priorty is to life and death situautions. I'm sure that
some idiot crashing into your TR and messing up your all resto is a
catastrophe but there are other idoits causing all types of mayhem
around you, stealing babies, pushing people on subway tracks,
assaulting people etc. All that is actually needed in an accident is
for you to exchange license and registration and insurance info, draw
a diagram of how your car was hit and the location nearest house
address or highway road marker.

Just to be clear, I was not commenting on police response time (or lack
thereof), only that the police do not come to your house to inspect cars.
Inspection for a new title or to clear a "fix it ticket" must be done by the
DMV, at their location, not yours.

Saying someone is injured when you know there isn't is called filing a false
police report.  Judges take a very dim view of this ... not to mention
people that listen to rap music (which I think should be prima facie
evidence of brain damage, suitable for confinement to avoid injury to self
or others).
