In theory, yes.  The front of the spring is held by a large pin (or
shouldered bolt if you prefer) that goes through the frame.  There is a
threaded hole in the head of the pin, just for the purpose of pulling it out
of the frame and spring.  With it out, the spring can be removed easily.

However, the pins tend to become one with the frame over the years, so you
may or may not be able to get it out.  You'll have to make up some sort of
puller.  Clean the threaded hole thoroughly so your bolt can grip the
maximum number of threads, and use the strongest bolt you can find.

A friend of mine that used to work as a Triumph dealer mechanic once told me
that they would just drill a hole in the sill, and use a drift and a BFH to
drive the pin out.  Then install a chrome cap in the hole.

Home Depot sells the chrome caps.
