Well, as someone with 100% positive feedback who sells on ebay, I would 
have 2 comments:

1.  The picture shows exactly what you got, and the description backs up 
the picture.  You should have asked about the springs and screws.

2.  We all make mistakes, and I just find it good business, if I have an 
unsatisfied customer for whatever reason, to promptly refund all of 
their money and tell them to keep the item or donate it to their local 
sports car club.  That 100% rating is worth more than the occasional $20 
bill.  This only happens about once a year, so it is not a big expense.

I suggest you work it out with him in a reasonable manner that does not 
include negative feedback.
