If you're committed to doing this (I'm not suggesting it's a good
idea), here's a thought:  Mask off all the edges (3/4" or so) before
powdercoating the pans (there's a special masking tape for
powdercoating).  You'd have to grind the coating off before welding
(using MIG, I presume), anyway, and this will at least give the
transition from coating to uncoated area a nice crisp line.

You didn't ask, but what I'd do instead is to weld them in without
anything except the primer they come in (even that has to be ground off
along the edges where you'll be welding unless it's a weld-through
primer).  Once they're fully secured, shoot both sides with Eastwood's
Rust Encapsulator or brush on a coat of POR-15, then use a seam sealer,
and a color coat if you want one.  This method may be overkill, but you
won't be replacing them because of rust in THIS century!
