I'd have thought that the venturi cooling effect would soon "sink" away the relatively small amount of heat you'd get from an electrical heater In my (UK) experience the problem's related to intake air temp so pulling warmer air in during low-temperature conditions should cure the problem I'd look at routing air round the exhaust manifold - is there room to do that?
