Todd, I think that carpet installers don't read instructions.  Something to
do with the glue, I think.

But I remember building those plastic models when I was a kid (there's that
glue thing again) it was recommended that you fit everything up dry before
glueing anything.  I think the same advice serves well here, too.  And that
applies to the snaps as well.  If the TR4 is like the TR6 there should be
four snaps to secure each footwell carpet piece, two at the top of the fire
wall and two more just forward of the seats.  These snaps are held in with
aluminum rivets and often times go away if there has been any physical
abuse or corrosion.  You can try to get away without the snaps and just
throw the carpet pieces in the foot wells but they will move about on you. 
The snaps will keep them put but allow you to remove them to aid in
vacuuming and in wringing out the water ;-).

The TR6 is set up with snaps for all the pieces except the strips that
cover the inner rockers and the differential bulge on the rear deck (and
possibly the piece on the rear portion of the transmission cover).  Oh, and
the pieces under the seats are held in place by the seats, of course.  You
can glue these down but having the snaps allows you to remove the carpet
for easier and more thorough cleaning.  And it gives you the option of
acquiring another set of carpets in a different color and you can change
your carpet color based on your mood that day.
