Dismantle TR3A Windscreen

I want to remove and replace the glass in my windscreen.  I also want to
have it rechromed.  I am having difficulty in taking the frame apart.
There are some rusted screws that seem to be holding it in place.  These
will not budge using WD 40 and a screwdriver.  Any suggestions?
