Thanks Randall, and that is exactly what I've been experiencing.  Any
preferred methods or connecting the ground?

I would say first identify the ground terminal.  This is easy enough with
an ohmmeter.  Just find out which one is connected to the sides of the
socket.  Then you can run a short wire from the terminal to a ring terminal
and attach it under one of the mounting nuts for the tail lamp assembly.
