In general, yes, although it's not so much low/high rpm but rather how long
you've been on the loud pedal.  Turbochargers take a relatively long time to
respond, while superchargers are "instant on".  Took me awhile to learn to
drive my turbocharged "Triumph support vehicle" (2.5L turbo, 10 psi max), as
enough throttle to leave a stop sign briskly would start spinning the tires
by the time I got across the intersection!

I've haven't done a supercharger (yet), but it's my understanding that it
depends heavily on how much preparation you do, and how much boost you run.
Today's pump gas is lousy for high boost applications, so to get lots of
power you'll need to either lower the compression ratio fairly dramatically
or buy racing/aviation fuel (or both).

A much better question is how much the pressure drop will be at that flow
rate.  Since it's easy enough to compensate (by upping the blower ratio),
it's common to use carbs far beyond their normal rated flow (which is taken
at only a few inches of water pressure drop) when using them with a blower.

PS, before someone jumps on me for sloppy terminology, yes, I know that a
turbocharger is a form of supercharger.  But common usage today is that
'supercharger' implies mechanically driven, either positive displacement or
centrifugal.

Whatever happened to Paxton ?  They used to be quite popular with the
Mustang crowd, but I haven't heard one in a long time.  Perhaps it's just my
hearing ...
