English sure is a precise language isn't it? Or maybe it's just the way
I abuse it.
I'm not intentionally filling the sills with sand. Some (or more likely
a lot) will wind up in there from the sandblast process. Sand holds
moisture and will promote rust if it finds its way into voids not
previously painted.
So, hopefully more clearly, I want to paint the insides of the sills
before sandblasting to seal the metal. After sandblasting I will do my
darndest to clear out all of the sand from there, and will most likely
empty a couple cans of Krown rust inhibitor into them as well. I don't
want to be repairing the sills EVER again! Paint, wsld end caps on,
more paint, Krown, eye of newt....
So, any suggestions other than a firecracker inside a paint can (thanks

treated metal, the sand will cause rust and you may not be aware of it
but some time
in the future you will.
I don't recommend sandblasting a tub for that very reason, the sand
will
find cracks where it is impossible to blow out.
