I believe it is basically a residual pressure valve, it will only flow fuel
if there is a small pressure drop across it. The pressure is set higher
than that provided just by the head of the tank, but lower than what a fuel
pump will pull. So, it will only flow fuel if the pump is sucking on it.

I've no idea what's actually inside it, but a spring-loaded check valve
would work the same way, ie it would only flow in the forward direction if
there was enough pressure drop to overcome the spring pressure.
