John, I don't know that it's a consensus, but I clamp them down & release
before measuring.  The book talks about checking the height every time the
head is removed, which would effectively do the same thing.

Also, be sure to check the height on both sides.  I had a devil of a problem
with leaking head gaskets, until I realized that one side was lower than the
other.
