No, it didn't. On my 62 the radio came in two pieces. The main unit sits
behind that plate with the shafts of the two controls poking through holes
in the plate. A thin nut threads on the outer part of the shaft and the
radio knobs push onto the shaft. The front part of the radio consists of the
dial with two holes for the shafts to protrude through. If there was no
radio, the upper and lower pieces of the dash support were just filled with
a solid plate.
On my 67 TR4A (padded dash support), there is in fact a rectangular opening
with a hole on either side for the controls to come through. These openings
are built right in to the support and sometimes were covered by a blanking
plate. HTH
