This was in California, and even though there were no emission standards in
1959, California created retroactive standards that they applied to all cars
made before the standards were originally enacted (in 1965 as I recall).
However, the retroactive standards were high enough that any engine without
serious problems should be able to pass them.
Hah! Found it. State standard was :
400 ppm HC, 6.5% CO at 'cruise';
1200 ppm HC, 8.0% CO at idle.
My car clocked :
160 ppm HC, 6.36% CO, 568 ppm NO at 'cruise' (actually about 2500 rpm
no-load)
291 ppm HC, 3.65% CO at idle
