Radiator

On checking the radiator fluid it has a creamy white look to it....Foamy ?
Oil is okay and no water in that but when engine gets hot it wants to bog
out...and then not restart until it cools down again.
Any reasons why ? Help, I need a mechanic in Northern Michigan !
