Depends a little on whether you have Dunlop or Michelin tyres, but those
numbers don't seem right.

With the taller bias-ply Dunlops (and no overdrive), it's exactly 500 rpm
per 10 mph, thus 1800 rpm = 36 mph, and 3500 rpm = 70 mph.  The radial
Michelins are slightly shorter, but only by 3%, so 1800 rpm = 35mph and 3500
rpm = 68mph.

Could be your tach is wrong, too.
