Head Light grounding - tr6

I have isolated my voltage drop when the head lights are on (motor running) to
the ground connection. ( volts droping to 12).
I cleaned the factory  tab connection on front of car and the ground wire
connection; but voltage still drops.
When I run a jumper wire from headlight ground to the valve cover stud: volt
gage will maintain  13+. which is ok.  (but who wants to have a ground wire
going to their valve cover)
I tried jumping it to the ground on the steering rack, but still dropped under
13.
Anyone have any ideas where to get a good ground connection; also need to
ground for ac condenser fan.
If all else fails i guess I'll run it back to the battery ground, but not
pretty.

FYI
saden ac compressor SE 7 with adapter bracker mounted up very good , replacing
old york unit;  for those thinking of updating
their a/c unit.
