i purchased my badges at v.b.   just went out in the garage and checked them.
sure enough it was exactly as you said, you could feel the bumpiness of the
letters.  however at looking at them i believe you could cover them with a
couple layers of clear coat and get the smooth layer you desire.  good luck.
