That's part 2. It can be adjusted. There is a threaded piece and a jamb
nut that will allow you to shorten it. Or you can mount some flat washers
on the mounting studs (the concours judges will have fun with that!)

evenly, 1/6 turn each at a time, and see if the brakes free up. If so
