The POR 15 company have a product called Metal Prep which is a blue fluid
and comes in 1 US gallon (4 litre) containers. This eats rust (and the base
metal if you leave it too long). It is an excellent product, does work as
the makers claim and it leaves a rust proof phosphate coating.
You could buy a gallon of this and slosh it arround inside the tank. Once it
has done its job the fluid can be collected and reused. Plain water is used
to neutralise the fluid.
Drawbacks are that the stuff is expensive and if your tank is really rusty
you may end up with more holes than you bargained for.

Repair of pin holes can be a simple procedure. I have used this method many
times and it works.
Autobody suppliers sell a product that is made up of glassfibre strands in a
paste, when you mix in the catalyst it turns red. Here in UK it has various
trade names. This stuff when cured is impervious to petrol (gas). I sand off
the area down to bare metal ( No grinders or you may find that you need to
use that medical insurance earlier than you thought) Apply the mix to at
least 1/8" over the  pin hole and taper out to the edges before it goes off.
When hardened it can be worked same as Bondo. Finish off with a thin layer
of Bondo and Bob's your Uncle, Fanny's your aunt and how's your Father.
With a little care an almost invisible repair can be made. Using the belts
and braces (suspenders) idea you could seal the inside with that kit you
have.
