Dave,
I had the same problem. It was solved by replacing that small spring
(missing on mine) on the lever
which makes contact with the pawn (????) gear. You'll have to take
it apart, attach a variable speed
drill (on low speed of course) to where the cable fits. Then you can
actually see what's missing.
