Never really was.  I know Canadians living in Minnesota who have Minnesota
driver licenses.  Does not prove citizenship.  Never did.  As a practical
matter, the customs folks always took my word, but I was taking a chance.

Now, I don't know personally of any non-Canadians living in Canada who have
Canadian driver licenses, but I bet they exist.

I'd toddle down to the county offices and get a copy of my birth
certificate.  This should prove you are a Canadian, and thus don't need a
passport to enter the USA for short periods.  On the other hand, how
difficult/expensive is it to get a Canadian passport?
