Typically they do change from time to time. However many states have adapted
changing the stick-on tab that shows the effective date of the
registration rather than renewing the plates each year.

The plates are obtained from the state and not from any commercial
establishment so the size and color are always the same (except for the
specialty
or vanity plates that are somewhat different but still issued by the state.
