No.  Not washers.  You want a backing plate as least as large and thick as
the mounting plate on the roll bar.  The car body is sandwiched between the
two plates.  Grade 5 fasteners are preferred since they are less brittle.  I
suggest Nyloc nuts.

Yes.  My Midget was easy to push.  Grab the roll bar with the right hand and
steer with the left.  My Europa is darn near impossible to steer while
pushing.
