They certainly don't need to be replaced every time the carb is rebuilt. But, they do get old and tired, and sometimes do need to be replaced. If you're having jet sealing problems, IMO replacing the spring (which puts the proper amount of tension on the seals) is a good idea. If I was doing a rebuild, and didn't know that they had been replaced in the last 20 years or so, I'd replace them on general principles.
