In this particular case, is was my most unfavorite of situations, a private
contractor. The big boss makes all the money and the worker are all
minimum-wage
folks with no stake in the state or a career. The same contractor had all of
the inspection stations. Meanwhile, I suppose the contractor had to pay off
the guy at MPCA who lied to the Feds in the first place.
The contractor got 8 bucks for each inspection.
The only good thing about the setup was the contractor did no mechanical work
, so he could not get deeper into your pocket by fraudulently charging you for
mechanical repairs you didn't need.
