I can't say if your engine should have any emission controls or not, but
even if it should, a '63 would have the connection from the valve cover to
the air cleaners, not to the intake manifold.  There was a special air
filter used, with a fitting in the center for the crankcase vent line.
(Last I checked, replacement type filters with this fitting were not
available, and original filters were quite expensive.)

IMO you should check for the presence of a road draft tube.  With the
'breather' cap, you should also have the road draft tube.  If the tube is
not present, there will be a plug that you can pry out and fit a tube.
Don't know if new ones are available, but used ones are plentiful.  Unless
exact originality is important to you, I'd stick with the open system.  The
early closed systems all had problems of one sort or another, IMO the only
good alternative to an open system is a full PCV system with a filtered
fresh air intake for the crankcase, linked to the engine air intake so that
blowby is routed into the carbs when there is no manifold vacuum. (AFAIK no
wet liner engine was ever fitted with such a system by the factory.)
