My guess would be the flasher unit, followed by the emergency flasher
switch.
My suggestion would be to get a copy of the schematic for your car, and
either a test light or a voltmeter (either one can be had for under $10
at Harbor Freight), and start tracing down the circuit. My Chilton's
shows it as coming off the same fuse that feeds the dash instruments and
brake lights, etc., then going through the emergency flasher switch,
through the flasher unit, and then to the turn signal switch.
The test light is probably better for this, but if you can only afford
one, the voltmeter (digital multimeter) is more versatile. Recommended
accessories include "clip leads", jumper wires with alligator clips at
each end, available in a pack of 8 for around $12 from Radio Shack.
Even though I have better at home, I carry a cheap DMM (they're also
small) and 3-4 clip leads in the trunk of my TR at all times.
