There it will sit forever (or until the water evaporates throught the
balloon), taking no energy and compessing the water. Fairly efficient I
would say. Efficasy is a different matter.

Pumping water into a boiler where it is converted to steam and where the
steam exits via another pipe to a turbine or piston means that new water
needs to be pumped into the boiler. Pumping water at a non-zero rate of
flow from a low pressure to a high pressure requires work (energy). Just
like lifting weights. Holding a weight up in a static position does not
require work and can be accomplished with a wood board. Just like letting
a rock rest on your baloon. But lifting rocks in succession to set on
baloons of water in succession takes work. After a while my back gives
out. (after about 127 baloons or so).
I'm not as young as I used to be.
