In at least some states, the instructions of a road worker have the same
force of law as a police officer, which means they supercede things like
posted speed limits, lane markings, traffic lights, etc.  Thus, if they
tell you to slow down and you don't, you are technically guilty of
speeding in a construction zone.  It's not likely you'll be caught, but
if you are, expect to pay a heavy fine.
