TR4A ride height

I've always felt that after restoring my 66 TR4A that it sat
too high.  During the restoration I installed the "mild comp"
springs from TRF front and rear (the old rears where certainly
to low as it was riding on the top rear buffer).  I've been
hoping that the springs would "settle" in, but after almost
10 years I think they are as settled as they will ever be.

Some rough measurements (car has 185/70-R15 tires, should be
near the same diameter as stock):

Front end:

frame to ground: 7"
top of tire to wheel arch: 3.5"

Rear:

shock arm to lower buffer: 0.5"
trailing arm to upper buffer: ~5" (this one was a bit hard to measure)
frame to ground: 7" (at least the frame is level?)
top of tire to wheel arch: 4"

Any idea if those are too high?  Is it possible to have the springs
shortened?  Any idea what that would cost (it seems like you would have
to have the end re-forged).
