Carbs TR3

My 1960 TR3A runs well but the carbs need to be reconditioned.  I have rebuilt 
them with new needles and a comlete kit. I have found places that will 
recondition and flow test for $300 plus.  What else will they do and is it 
worth the cost?  What does flow testing do?
