Fred,

I have done it both ways and I think 3M spray adhesive to the back of the 
carpet is the way to go.  Use 2 sided wide carpet tape when needed to hold 
anything in place and use Velcro on the front edge of the footwell carpet in 
front of the seat.  This always want to shift around when you get in and out 
of the car.

Above all... don't glue anything permenently to the floor or gearbox tunnel.
