That may actually be U-Haul policy, I've been told the same thing.
It's apparently also their policy not to rent a trailer or dolly to you
unless you show up with a tow vehicle capable of handling it fully
loaded. I once went to pick up a dolly with a mid-size car (even though
I planned to do the tow with the motorhome), and they refused to rent to
me unless I brought the motorhome. However, the local place down the
street was happy to get my business !
