Contrary to what the engineers say, electrical devices run on smoke. 
Once the smoke leaks out, they no longer work.

It's very difficult to get a good enough connection across the solenoid
to power the starter.  But, you are quite right, a bad starter may be
the reason the solenoid smoked.
