What is it? The difference is a very slight rearrangement in
the engagement of the pawl when you press the button. The 
fly-off arrangement requires you to press the button in to
hold the lever in place - that is, you can raise the handbrake
lever and it will release the brakes when you let go of the
handle. 

The more modern replacement is the one where you pull up and
hear clicking - when you let go of the lever, it stays in place
until you press the button.
