I'm not sure what the TR3 wheel was made of, but if the same or similar 
material as the control head, you might consider sandpaper! The CH is made
of bakelite and, as we all know, it tends to turn gray and muddy over the
years. I had a spare and decided to experiment.

Started with about 220 grit wet/dry and wet sanded it to get down below the
weathered outer layer. Then went to progressively finer grits
(400/600/1200/1500 and 2000 if I recall). Last, I buffed it with buffing
compound (white, I think). By the time I was finished, my forearms looked
like Popeye's and FELT like they were about to drop off! BUT - the Control
Head looks mahvelous! Has a nice patina so is obviously not a repro, but
it's very smooth and shiny and the brownish-gray color is virtually gone.

Will this work on a steering wheel? Beats me, but you might consider trying
it on a part that won't show - between two of the finger notches maybe? If
it doesn't work on the wheel, at least you'll know how to make the CH look
good! I did mine two years ago and it still looks great. Good luck.
