I agree with Fred to be a bit skeptical of the car if you're not
experienced with these cars.  Although it is easy to imagine a
professional restoration running up into the 20K plus range, 14K is 
alot of money for a car that is not demonstrably a professsional show 
restoration or an original time capsule.  Your description of the car
indicates a car with moderate usage, good storage, a partial rebuild and a
less than thorough respray.  You should have a mechanic look at the car,
and also know where and how to look for rust hidden by the respray.  Check
the rocker panels, upper and lower edges of the fenders for extensive
filler using a small refrigerator magnet.  Use a screw driver to scrape at
any rust on the frame and see how extensive that is.  If you want a good
commuter car you should probably look elsewhere, especially in New
England... good luck!
