Stabold adhesive

I bought a can of Stabold liquid adhesive for upholstery (I think from
Moss).  I am wondering if you are to join the parts while it is wet, or let
the solvents flash off first like contact cements?  It didn't seem to hold
very well while it is wet.  There are no instructions on the can, except for
warnings.
