buffing compounds

Silly question relative to a recently received set of buffing wheels and
compounds...The compounds are hard as a rock -- how do you transfer the
compound to the wheel.
Directions say to apply the compound to the spinning wheel.  This simply
doesn't work.  It the compound "warmed" first to facilitate its' flow?
