I bought wrinkle paint at a local auto parts store and actually did a 
creditable job on my TR3 instrument panel. However, I've seen a lot of
attempts that were, uh, less than perfect and I know of folks who've sprayed
and scraped, sprayed and scraped, 3-4 times til they got it right.

After I painted and installed mine, I had the opportunity to have a spare
panel powder coated by a friend. He used Eastwood's Hot Coat system and the
finish is absolutely PERFECT! You might consider finding someone who'd be
willing to do yours. When I get around to re-doing my interior, the PC'd
panel definitely goes in. It really is flawless.
