Do the wipers work normally otherwise?  If you turn on the switch when the
car is standing still do they sweep properly?  The wiper motor pushes and
pulls a cable inside the metal sheath (tube) back and forth.  If the wipers
move then either the wheel boxes are turning or the cable is moving within
the sheath when it is not supposed to.  This can be caused by a loose
attachment of the metal sheath at a wheel box or at the wiper motor.

Unfortunately, the wheel boxes are almost unaccessible.  There are blanking
plates underneath the dash that allows access to the wheel boxes but you
have to remove a lot of stuff to get there but you may be able to visually
check them from the scuttle vent.  An inspection mirror ( a small mirror on
a telescoping handle) will help and if you can eliminate problems at the
wheel boxes with that you can save yourself a lot of unnecessary work.

So run the wipers and visually check for movement where there shouldn't be
any.
