While not an expert on WI plates, I would disagree with a few of the
statements made below. I think I've been through about 30 Wi registrations,
collector, personalized, regular, and several title thrills, so I have
experienced a few dealings with our DMV.

I think what is being said here is that at first it could have a "normal"
plate, and then you could switch to a personalized plate, or a collector
plate. In those cases, your old "normal" plate is essentially trashed.
(I've done both of these manouevers a couple of times.)

I don't quite know what is meant here. YOu can get a collector plate, it's
number might be 564789, the second collector car you get would be 564789A,
and I think you can get a special "Collector" marked plate for your everyday
car which would have the same 564789 number on it. But in this case the
colector plate and the normal plate are two different colors, and are marked
different. Never the less, the whole use of the number 564789 all relate to
one owner, and shouldn't be too hard for a cop to figure out, once your
pulled over.
Not here. The State of Minnesota will not issue the same number twice.
Personalized plates are not allowed to duplicate regular plate numbers.
Does Minnesota have collector plates? Sounds like something you should look
into. For us cheeseheads, it's a pretty good deal, a one time fee, and
you're set for life.
